Doubtlessly this was true, but Heineman didn't even like to think about it. It was most unfortunate that Guru Lox had set up his Cult of Orgy on the island of Lighthouse, which was joined by causeway to the holy island of Zachalacharo. However, since both Zachalacharo and Lighthouse were 300 leagues south of Lexis, Heineman was able to persuade himself that he didn't really have to worry about it. [EoH Ch14]
Having found Gorkindachina in the street, Panjalo had a proprietorial attitude toward him. She thought him a likely subject for conversion to the Cult of Orgy masterminded by her guru, Lox the Enlightened One, and was determined to acquire merit by securing that conversion. [NoP Ch13]
Since Panjalo was Heineman's sister, Heineman was inextricably linked in the minds of hundreds to Guru Lox and his Cult of Orgy. It was no use pointing to the fact that Lox was, technically, an employee of La Lantis - the lighthouse keeper responsible for the maintenance of the shipping beacon on the island of Lighthouse. It was no use saying that the island of Lighthouse itself lay outside Heineman's jurisdiction.
A riot provoked by the burning of a sufficient number of mirarilusistans would sweep away Heineman, Guru Lox and the Cult of Orgy, and the attendant killing, burning and looting would provoke such a genuine emergency in Lexis that the senate would be fully justified in reacting by assuming dictatorial powers.
